Operational sovereignty

Supply chain and compute in allied territory. No ITAR/EAR components. No dependencies that compromise the mission.

Capability transparency

L1 demonstrated, L2 in development, L3 vision. We never present as a current capability anything that is not. No vanity metrics.

Dual-use by design

The same layer serves civil response and defence operations. The sovereignty rule does not change with the mission context.
